The lawyers of the Dominican State presented before the judges of the First Collegiate Court of the National District the quantification of the material damage and morals caused to the State in the substantive judgment that is being pursued against senior military and civilian commanders, accused of being part of an alleged network of alleged administrative corruption that would have embezzled more than 4.5 billion pesos from the State.
During their conclusions, the representatives of the State requested that they be sentenced to pay a compensation superior to those 20 billion pesos for the damage caused.
They pointed out that supposedly the actions attributed to the accused left children without foodattention and protectionin addition to causing moral damage to the Dominican State and a “moral contamination” of presidential authority.
When presenting the conclusions, José Ortiz, member of the Team Recovery of Public Heritage (Erpp), stated that Cusep represents a physical and symbolic extension of the President of the Republic, so the diversion of its resources for private purposes produced a serious moral impact on the presidential figure and the institutions of the State.
Ortiz added that these actions also generated international discredit that damaged the image of security and reliability of the Dominican State, because Cusep is responsible for protection of official visits from other countries.
The State’s lawyers indicated that the reports of the Chamber of Accountstogether with the unjustified increase in assets of the accused, demonstrate the material damages caused, which exceed the 4,500 million.
Likewise, they stated that the fraud committed in the National Council for Children and Adolescents (Conani) was one of the “cruelest expressions of the network of corruption”, by affecting children and adolescents in vulnerable situations.
The accused
The representatives asked the court that, if found guilty, the prison sentences and established sanctions in this process.
Among the accused are the generals Adán Benoni Cáceres Silvestreformer director of the Specialized Presidential Security Corps (Cusep); Juan Carlos Torres Robiouformer director of the Specialized Tourist Security Corps (Cestur); Boanerges Reyes Batista; Julio de los Santos Viola; as well as the colonel Rafael Núñez de Aza and Captain Franklin Antonio Mata Flores.
They are also listed as accused Raúl Girón Jiménez; Rossy Guzman known as “the Shepherdess”; Kelman Santana; Pedro Castillo; Yehudy Guzmán; Tanner Freight; Erasmo Pérez; José Rosario; Jehohanan Rodríguez; Guillermo Torres; Esmeralda Ortega Alejandro José Montero Cruz; Epifanio Peña Lebron and Lucía de los Santos Viola.
