COP30 leaders' summit will have restrictions on flights, fighters and anti-drones

The Brazilian Air Force (FAB) will use fighter aircraft and missiles to guarantee the security and sovereignty of airspace during the Leaders’ Summit to be held on November 6th and 7th, in Belém (PA). The event takes place within the scope of the 30th United Nations Climate Change Conference (COP30). Exclusion areas will also be adopted, with restricted movement of aircraft. According to the Aerospace Operations Command (Comae), the Air Force will operate with F-5M fighter aircraft, with Python 4 missiles, and A-29 Super Tucano. The E-99 model plane will be used for airspace surveillance and the H-60L Black Hawk helicopter for search and rescue missions and transporting teams to carry out ground control measures.

The KC-390 Millennium aircraft will also be used to perform in-flight refueling of F-5M fighter aircraft.

“For us, it will be a fuel tank in the air, allowing the F-5 to fly all the time”, said this Tuesday (4) the commander of Aerospace Operations, Air Lieutenant General Alcides Teixeira Barbacovi.

He also highlights the use of anti-drone equipment during the event, given the exponential increase in drone flights near Belém airport

“We need the safety of air navigation to be reinforced”, detailed the Comae Commander.

Exclusion Areas

Airspace will be restricted in the event region. Aircraft authorization must be submitted to Comae, responsible for the country’s aerospace defense.

The defined areas will have the Amazon Convention Center Hangar as a reference point, and are divided into categories:

  • Branca (reserved), which will reach a radius of 148 km;
  • Yellow (restricted), with a radius of 111 km;
  • Red (prohibited), with a radius of 8 km;
  • Suppression area, with a radius of 2 km from the Hangar.

In the white area, planes must be previously authorized. In the yellow and red areas, it is necessary to submit a flight authorization process to Comae in advance.

In the suppression area, within a 2 km radius of the Convention Center Hangar, only aircraft carrying out human life support missions may enter with strict authorization from the Aerospace Defense Authority.

Activation of areas will occur 1 hour before the start of summit events, up to 1 hour after the end of these events, or upon order.

Security procedures

If the rules are not complied with, the FAB will activate the measures process provided for by the Decree No. 12,699, of October 29, 2025which establishes procedures in relation to aircraft that may pose a threat to the security of the event location.

According to the decree, a suspicious aircraft will be classified as one that flies without an approved flight plan, omits information necessary for identification, does not display marks of nationality, registration, flag or insignia or enters without authorization the reserved area or restricted area related to the COP30 Leaders’ Summit.

According to the decree, aircraft considered to be hostile will be subject to destruction measures.
