The special legacy project, created to manage the sports infrastructure of the 2019 Pan American Games, has been dismantled by the Government of Dina Boluarte. According to a report of ‘Fourth Power’, with its extinction, more than S/192 million in contracts were transferred to the Peruvian Institute of Sports (IPD), an entity involved in questions for alleged political influences and irregular management by the Criminal Organization The Waykis in the Shadow. The key tender for the maintenance of the sports venues was annulled in the midst of allegations of omission of information, leaving in the air who will administer these millionaires resources.
Behind this maneuver, the name of Nicanor Boluarte, brother of President Dina Boluarte arises, who, according to various sources, would have woven a network of power in the IPD. While the government defends the decision as part of a reorganization, former officials and experts warn that the transfer of legacy could open the door to the fragmentation of contracts and favor particular interests.
IPD and the millionaire contract of S/192 million
The millionaire contract of S/192 million, destined to maintain the sports infrastructure of the 2019 Pan American Games, remained in the hands of the Peruvian Sports Institute (IPD), after the decision was officialized by the Executive under the argument of avoiding the Duplicity of functions. “The Supreme Decree that determines the extinction of the special legacy project has been approved,” said Defense Minister Walter Astudillo. For his part, the Minister of Education, Morgan Quero, supported the measure pointing out that the closure of the entity would allow a better distribution of resources.
However, behind this millionaire transfer there would be particular interests. Initially, the bidding process of these funds for the maintenance of sports venues was canceled by the supervisory agency of State contracts (OSCE) after detecting that “the entity omitted to register all of the terms of reference.” In response, an internal legacy indicated that it was raised to the PCM to make the contract through the United Nations Development Program (UNDP), in order to avoid acts of corruption, as independence was guaranteed. However, the government did not accept the proposal.
Shortly after, the prime minister, Gustavo Adrianzén, replaced the president of legacy and appointed Luis Alfonso Zuazo Mantilla, who reactivated the tender with an increase of almost S/8 million.
Finally, with the extinction of legacy, the administration of these funds went to the IPD, an entity indicated for being under the influence of close friends to Nicanor Boluarte, brother of President Dina Boluarte. Now, the risk is that these millionaire contracts are fragmented and assigned discretionally, a possibility that the former president of the Pan American organization, Carlos Neuhaus, warned as a “cardinal bite for many”.
The suspicions increase, after ‘fourth power’ revealed documents and audios that show that close to Boluarte had interference in this entity. “I have had a meeting with IPD heavyweight people. I mean, it’s there. Of course, we put it, ”is heard saying to Víctor Torres, close friend of the Boluarte brothers.
