The Operation Without Discount, triggered on Wednesday (23) by the Federal Police (PF) and Comptroller General of the Union (CGU)was intended to deepen investigations into a scheme of discounts not authorized in retirement and pensions of the National Institute of Social Security (INSS).

Irregularities committed by civil society organizations that charged, without permission of pensioners, a “associative monthly fee” are being determined. Between 2019 and 2024 alone, the total movement was about R $ 6.3 billion.

Part of this amount may have been illegally deducted from the benefits paid to retirees and pensioners by the target entities of the operation.

The Federal Court ordered the removal of five leaders from the National Institute of Social Security (INSS): President Alessandro Stefanutto; the director of benefits and relationship with the citizen, Vanderlei Barbosa dos Santos; the Attorney General with the INSS, Virgílio Antônio Ribeiro de Oliveira Filho; General Coordinator for Customer Service Support, Giovani Batista Fassarella Spiecker, and the General Coordinator of Payments and Benefits, Jucimar Fonseca da Silva.

Through a note signed by its president, Milton Piça, the National Union of Retirees, Pensioners and the Elderly (Sindnapi) said to support investigations against improper retirees discounts.

“When reports of irregular benefits arise, it is essential that these allegations are taken seriously and investigated rigorously,” the union said by defending a “serious and transparent” investigation, which helps in identifying possible irregularities, as well as “correcting failures and preventing injustices from continuing to continue.”

According to Sindnapi, research will help strengthen the credibility of institutions seeking support and guarantee the rights of retirees, pensioners and the elderly.

“Ensuring that retirees receive what is right to them is a matter of justice and respect for the dignity of each person who contributed throughout their lives to build the country,” he added.

Discounts

Associative monthly fee is a contribution that retired, pensioners or people of a particular professional category pay periodically to be part of a non -profit association, union or class entity that represents the interests of its members of the General Social Security Regime (RGPS).

From January 2023 to May 2024, the INSS received 1 million complaints about improper discountsmotivating the cancellation of self -declared discounts as unauthorized. In March last year, the institute established new rules to regulate the associative discount.

Signed by Alessandro Stefanutto, Normative Instruction Pres/INSS No. 162 It establishes the maximum percentage of the deduction and that the discount must be previously authorized by the retired or pensioner, who has to sign a term of adhesion.

The beneficiary who does not recognize the discount of the associative tuition at his benefit may require the exclusion of the collection using the institute’s application, in Site my INSS or the telephone center 135. It is also possible to request the temporary blockade of the collection.

The retired or pensioner who has not authorized discounts may also request the reversal of amounts improperly charged. For this, he must contact the responsible entity who received the discounted amounts, whose phone is informed on the beneficiary’s paycheck.
