A decentralized, regional and representative State. That is what the Conventionals of the Broad Front are looking for together with the independents Amaya Álvez, Jeniffer Mella and Yarela Gómez, through two initiatives that establish the guidelines on the new internal political order for the regions, their powers and that of their authorities. and entities.
The proposals that were presented in the State Form Commission have the transversal support of the Constituent Social Movement, Non-Neutral Independent Socialists, Socialist Collective, Communist Party and the conventional reserved seats.
The measure that will be proposed from the Convention, proposes a Regional State and Autonomous Regional Entities, where it will seek to consolidate a Regional Executive Power through the Governors.
The constituent for the 27th district, Yarela Gómez, announced that they want power to be redistributed effectively. “We seek that the regions have the capacity to govern themselves. For this reason, we are going to develop bodies such as the regional legislative assembly, capable of guaranteeing – always progressively and with respect for the constitution and the laws – rights such as social and cultural rights, “he said.
In addition to this, the Regional Legislative Assembly and the Regional Social Assembly are integrated to generate processes that are representative and thus can include various social organizations in decision-making.
Along the same lines, the deputy vice president of the Constitutional Convention, Amaya Alvez, indicated that they want the regions to be able to dictate norms that make sense to them.
“We present another norm that accompanies the Autonomous Regional State, specifically the Regional Legislative Assemblies, so that the regions themselves may dictate norms that make sense to those who inhabit the territories. This is accompanied by a binding consultative body such as the Regional Social Assembly, so that the different organizations can express their opinions ”, he stressed.
On the other hand, the initiative also proposed the executive and legislative powers of the new entities, where the central government and the National Congress would have a new role. Due to this, it is sought that there are counterweights that ensure the autonomy of the regions, such as the Council of Governors.
The conventional constituent for district 5, Jeniffer Mella, advanced the measures to prepare for a correct future implementation and thus ensure decentralization.
“We have installed the creation of a Board of Governors, made up of the 16 governors of the country, plus the highest executive authority, in charge of harmonizing, ensuring autonomy, and resolving conflicts of jurisdiction in the first instance. We want a body of these characteristics with real functions and attributions ”, he concluded.
