Constitutional Cabildo: the proposal of the ruling party for a new constituent process

A 100% elected “Constitutional Council”, a committee of experts and a mandatory plebiscite in November 2023. These are some of the criteria contemplated by the mechanism presented to the opposition by the official parties —together with the DC— to continue with the path to a new Magna Carta.

A fully democratic body is proposed, elected by compulsory vote and made up of 90 members plus nine reserved seats, while at said work table 32 specialists would prepare from January 2023 a non-binding text for the constitutional discussion, which would be presented to the Cabildo.

While citizens must go to the polls, the ruling party’s proposal establishes that the National Congress will form and elect the joint commission of experts. The installation of the Constitutional Council would be on May 1, would work for five months; including in that period the final harmonization process. The text would be submitted for ratification through a mandatory plebiscite on November 5, 2023. This would allow the promulgation of the Constitution, ideally, by the end of 2023.

The proposal indicates that the exit plebiscite will be held on Sunday, November 5, 2023 with a mandatory vote, and the new Constitution will eventually be promulgated in December 2023 or January 2024.
