The Constitution and Regulation Commission of Congress filed, this Friday, May 6, the constitutional reform project proposal that sought a popular consultation via referendum in the 2022 regional and municipal elections for the establishment of a constituent Assembly draft a new constitution.
The initiative of the Executive Power was rejected with 11 votes in favor and 6 against. The members of the benches of People’s Force, People’s Renewal, Country advances, Alliance for Progress Y People’s Action they opposed the bill passing as a debate to the plenary session of Congress; while Peru Libre added that consultation via referendum should be a citizen’s right.
Last Thursday, the president of that working group, Patricia Juárez, advanced a prediction that the working group proposes to file the bill sent by the Executive for not having complied with identifying the cost-benefit analysis of the proposal, as well as, for containing copies of uncited texts (plagiarism).
In the debate, the head of the ordinary commission began by stating that, at present, “we are not in a context in which constitutionality has been broken by proposing a parallel path and recommends its shelving outright.”
The session had more than one altercation, the congressman from Peru Libre, Jaime Quito, defended the proposal of the Executive Branch by qualifying that Juárez’s prediction intends to file the proposal out of fear. The response of the president of the commission was immediate and she pointed out that there is no fear, but courage within the framework of a constitutional defense and legal certainty”.
“Do you see us with an attitude of being afraid? We are respectful of the Constitution. It is not a value issue. It is about constitutional defense and legal certainty. What we have left over is value”, pointed out the Fujimori.
In this current, Juárez requested on more than one occasion that the intervention of the congressmen be shorter to determine whether or not the constitutional reform bill goes to the file; however, congressmen from Peru Libre such as Guido Bellido and Waldemar Cerrón agreed that the debate should be broader because it is a matter of national interest.
“I ask for a preliminary question to cut off the debate on the decree and continue the session in the coming days,” said the spokesman for Peru Libre: however, his request did not receive a response.
In this panorama, the debate continued with the intervention of the congressmen of opposition to the Government, who pointed to the rejection of the establishment of a constituent assembly.
“The priorities in the polls have to do with citizen insecurity, the fight against corruption, job creation,” Alejandro Aguinaga said.
In this panorama of controversy, the opposition sector to the Government opposed the popular consultation project for the convening of a constituent assembly to be viable in the next regional and municipal elections 2022.
