Congressmen ask per diem for advisors during the week of representation, as well as a meeting by zoom

He Congress of the Republic It has disbursed more than 5.7 million soles, between January 2024 and July 2025, as per diem and transport for congressmen advisers during the week of representation.

During that period of time, 3,759 commissioners were recorded, according to the Sunday fourth power.

According to the Fourth Power program, 3,759 congressional commissions were recorded during that period. These commissions last five days, and, in theory, congressmen must travel to their regions to meet the needs of the population. However, during that time, each congressman can assign up to two advisors who receive 1,600 soles each, even if the activities are carried out in Lima or virtually per zoom.

Diego Pomareda, a specialist in parliamentary law, considered that it makes no sense to deliver per diem to people who work in Lima.

For their part, some advisors defend the measures. Jemis Yener López Sifuentes, commissioner of Congressman Edgar Tello, by Podemos Peru, justified: “They are per diem provided by the Congress of the Republic in support of parliamentary functions. We are welcomed to the disposition of the Regulation.”

The parliamentarian of together for Peru – Voices of the Lucinda Vásquez people, denied having requested per diem for their workers during their representation trips. However, the report revealed that if he requested the resources in favor of Jummy Pinchi Pezo and Edward Rengifo Pezo, who are also his nephews and workers of his office.

When consulted by this information, the parliamentarian refrained from giving explanations. “Do you know what? I’m not going to provide that information.”

According to the report, Rengifo Pezo received S/ 3,200 in per diem during November and December 2024, while Pinchi Pezo received S/ 1,280 in March of this year.

Milagros Saldaña, another advisor to Congresswoman Vásquez, works as a technique and with a salary of S/ 7,200, despite not having a university degree registered in Sunedu. For accompanying the parliamentarian in the week of representation he receives S/ 1,600, an amount that, he said, does not reach him.

“Of course [que me gasto todo ese dinero]. And sometimes it is missing, ”he said.

The per diem and passages can be justified through invoices and up to 30% of the amount with an affidavit.

“If we add the 2,800 soles assigned to the congressman for the week of representation, plus 1 800 soles for each commissioner, the total amount amounts to more than 6,000 monthly soles for representation,” says the report.

During the week of representation from March 18 to 21, 2024, Congresswoman Rosangella Barbarán, of the Popular Force Party, managed per diem for two of her commissioners: María del Carmen Santander Martínez and Nadya Ivonne Jesús Bravo Herrera. Both received an amount of 1,280 soles each.

However, the parliamentary activities report indicates that only two face -to -face visits were carried out: one in Villa El Salvador and another in the Rímac. The rest of the actions were developed within the congress or through virtual sessions per zoom, which means that there were no displacements outside Lima.

According to the former vice president of the Central Reserve Bank (BCR), Luis Alberto Arias, the Parliament Budget has multiplied by 7 in the last 25 years. In 1999 it was 200 million soles; In 2015 it reached 400 million and, by 2025, it approaches 1,400 million soles.
