Vladimir Cerrón has been the target of criticism after he said that the change of the Constitution is going in a “peaceful or non-peaceful” way. Congressman from Together for PeruEdgar Reymundo, who at some point supported him, pointed out that the violence for the change of the Constitution is not decided by one person, but “the historical moment.”

“That does not depend on the will of the people, it is the concrete historical conditions that will be determined in the very evolution of the need,” he said.
POSITION. Reymundo maintains that the modification of article No. 206 of the Constitution should first be sought in order to reach a Constituent Assembly through a referendum. That is the constitutional way out with which he agrees. However, when asked if he agrees or disagrees with Cerrón, he insisted that this will be decided by the historical moment. “That is the opinion that he has, it is the historical conditions that social reality imposes on you, which will determine in what circumstances and under what conditions to carry out a constituent assembly. But that happens through the constituent power, who is the sovereign is the people, that is the constituent power”, he maintained.
ANTECEDENT. It should be noted that the opinions given by Cerrón were made on May 3, within the framework of the inauguration of a Peru Libre training school in La Victoria (Lima). “There will be no changes if the Constitution is not changed, either through a peaceful way or through a non-peaceful way, unfortunately,” he said.
