Congressman presents project to implement the death penalty in cases of corruption and rape of minors

The debate about the death penalty In Peru it is gaining strength again with a new bill presented by Congressman Alfredo Pariona, from the Socialist Caucus.

The proposal seeks to reform article 140 of the Constitution, expanding the application of the death penalty to “new serious crimes”, such as drug trafficking, corruption and the rape of minors, among others.

The document, titled as a reform that “would not transgress the international obligations of the Peruvian State,” proposes including a text that would allow the country to begin a process of denouncing international treaties that prevent the application of the death penalty.

“The proven need to incorporate new crimes with the death penalty, especially linked to serious crimes such as drug trafficking, corruption of public officials, extortion and the integrity of children and adolescents, enables the Peruvian State to initiate the complaint process regarding of the corresponding treaty,” the text indicates.

Originally, article 140 states that the death penalty would only be applied for the crime of terrorism and treason in cases of war.
