Our report was unanimously approved by the Subcommittee and now by the Permanent Committee, also unanimously. This is because there is a legal and technical foundation for the violation of the Constitution. We have found that articles first, second, 38 and 39 of the Political Constitution of Peru have been violated.

What are the conclusions of your report?

Parliamentary power and investiture were misused. The congressman violated the Constitution by having sexual relations inside the congressional office, in a public place where he also drank liquor. There is a psychological test where the damage (to the aggrieved) is evidenced, that is why I have filed the complaint for infraction to disqualify him for 10 years from holding public office; not only in Congress, but in any state entity.

When should it be discussed in plenary?

If the issue is not dealt with until December 7, Monday the 9th, Congressman Díaz could calmly return to Parliament. This matter is important; That is why we demand and ask the president of Congress, José Williams, that the report be put on the agenda for this Thursday, January 5. It has to be debated and approved unanimously in the plenary session of Congress.

In the Permanent Commission, some congressmen were heard to question what Congressman Díaz did.

The issue of sexual relations within the office of Congress cannot be kept in question because in the Ethics Commission it has been the congressman himself who has recognized that this situation existed. We are in a constitutional impeachment proceeding that is actually a political trial. We have made every effort to find the vices of Congressman Freddy Díaz; the criminal process will be in charge of the Public Ministry, there it will determine his responsibility in that area.
