Congressman Héctor Valer insults Minister Julio Demartini in Quechua during an interpellation motion: "Jijuna"

During the congressman’s speech Hector Valer Pinto in plenary, within the framework of the interpellation of Minister Julio Demartiniwas involved in an incident when referring to the Qali Warma program. Valer commented, addressing the head of Midis: “Sir, you have also come to say that you have changed the name (of the Qali Warma program) to Wasi Mikuna. It is not said ‘Mikuna’, it is said ‘Mijuna’… Jijuna“, using an expression that has insulting connotations in Quechua.

Given this statement, the vice president of Congress, Patricia Juárez, intervened quicklyasking Congressman Valer to rectify and withdraw the word used, asking that respect be maintained in the debate. “We are going to give him 15 seconds to withdraw the word,” said Juárez, to which Valer responded: “It is written Mikuna, but it is pronounced Mijuna. It is not said Jijuna either, but Mijuna,” trying to justify the use of the expression against Minister Demartini.

“There was a misinterpretation of the word I used, Madam President,” Valer said after Juárez insisted that she withdraw the word. However, the congressman also questioned the use of the letter ‘K’ in the new program name. “What happens is that the minister wants to ingratiate himself with Fuerza Popularbecause it has the ‘K’ mark,” he exclaimed.

In the Plenary session on Wednesday, December 4, the Minister of Development and Social Inclusion, Julio Demartini, was questioned due to the scandal related to the Qali Warma social program. During the process, the head of Midis responded to a list of 14 questions asked by legislators in an attempt to clarify the questions surrounding his management.
