Congress would implement a kind of 'fast track' to approve Petro's reforms

Next July 20 will start a new period of ordinary sessions with the presence of new congressmen, most of them coalition members of the elected president, Gustavo Petro.

Parliamentarians will have to carry out the reforms that Petro promised in the campaignstarting with the tax, which will seek to raise more resources to meet social programs.

Given this, the government benches, headed by Roy Barreras, who will be the president of the Senate in the first year, are designing a mechanism similar to what was once called ‘fast track‘ to approve the projects for the implementation of the peace agreement, in order to speed up the processing of these initiatives.

“We are designing a mechanism similar to the ‘fast track’, we designed that mechanism that was constitutional to be able to approve the norms that gave life to peace, starting with the JEP, but it will not be a fast track because that requires a constitutional reform and we don’t have time to do it,” said Barreras.

And he added: “Yes, it will be a mechanism that, within the framework of the Constitution and the 5th Law, allows speed and efficiency, working in double shifts, guaranteeing the parallel work of all the commissions, without wasting time, with a more efficient Congress. that starts on July 20, give Colombia the reforms it needs to fight hunger and poverty and guarantee the rights of all, stop the violence and build complete peace.”

This mechanism will basically consist of three elements: the first of these is to ensure that the seven constitutional commissions work in parallelfor which they will ask the National Government to file all the reforms at the same time, so that they can be processed immediately.

The second element is related to the request What will they do so that the projects are presented as far as possible, with urgent message so that the commissions and plenary sessions of House and Senate can work together.

And finally, Barreras assured that with whoever is the next president of the House of Representatives, he will seek an agreement to organize simultaneous plenary sessions.so they don’t have to wait several weeks for bills to transit from one corporation to another.

If this strategy works and the political parties align themselves with this proposal, the structural reforms proposed by the elected president, Gustavo Petro, could be approved in the first legislative year.
