According to the official letter sent by the senior officer, José Cevasco, the session would be the continuation of the last plenary session in which the national representation did not reach the votes for new elections.

The legislator of the Magisterial Bloc, Elizabeth Medina Hermosilla, criticized Fuerza Popular for insisting on the early elections for this year.
“They think that by saying ‘advancing the elections to 2023’ they will finally be able to win a presidential election,” the parliamentarian said.
The last plenary session Congress only reached 45 votes out of the 87 votes required in two legislatures or 66 votes for it to be ratified via a referendum. For this reason, a reconsideration was proposed so that the initiative promoted by the Constitution Commission of Fujimori Hernando Guerra is once again debated by the Legislature.
The replacement text of the project maintains that the new president must be sworn in on January 1, 2024 and his term ends on July 28, 2029. In the case of congressmen, they take the oath on December 31, 2023 until July 26, 2029.

The President of the Republic, Dina Boluartesummoned the Congress of the Republic to approve in the session of this Monday, January 30, the project of advancement of elections.
“The Congress of the Republic was debating the advancement of elections to 2023 and as we already know, it was a sterile debate that did not reach anything concrete.except for the reconsideration that will be discussed tomorrow and that we hope will deserve a second reflection given the seriousness of the situation,” he said during the message.
“Sisters and brothers, The responsibility of approving the advancement of elections depends solely and exclusively on the Congress of the Republic. for this year 2023. Therefore, I announce that, if the consensus does not prosper in the Congress tomorrow to discuss the advancement of elections to 2023, we will immediately be presenting two legislative initiatives as a matter of urgency,” he added.
