As part of its activities for the performance weekthe congressman from Free Peru Waldemar Cerron attended an event in Huancayowhere he promised that he will present a bill for the creation of a bullet train that connects the department of Junín with Huancavelica, Lima and Callao.
“I am not going to rest until I have the bullet train for the Huancavelica-Junín-Lima-Callao route. We are encouraged by the presentation of this bill that will allow the development of the Huancavelica, Junín region, including Ayacucho and Lima” ad.
This speech was given within the framework of a ceremony for the proposal to create the district of La Punta. In said event, held in the jurisdiction of Sapallanga, the brother of the leader of Peru Libre, Vladimir Cerrón, was seen to be quite effusive, who was encouraged to tell how his LP will benefit the people of Huancaí.
“To Lima, possibly by train it will take us 3 hours (…), from Ate to Lima it takes 4 or 5 hours to travel, it will be the same as going from here to Lima every day and in those hours that you travel you will be able to have your internet service, you will be able to study, you will be able to advance”.
It should be noted that legislators from Peru Libre Silvana Robles Araujo, author of the PL for the creation of the district of La Perla, were also present at the ceremony; and Alfredo Pariona Sinche, representative of Huancavelica.

Congressmen have no spending initiative
Despite all these promises, Waldemar Cerron does not have the powers to guarantee a work such as the bullet train because, according to article 79 of the Political Constitution of Peru, “representatives before Congress have no initiative to create or increase public spending”.
Despite not being empowered to carry out projects, it is common for many candidates for Parliament to promise public works that they will not be able to carry out, such as the construction of schools, hospitals, highways or megaprojects, such as the one mentioned by Cerrón.
