The National Congress analyzes next Monday (29) the Draft Resolution No. 4/2021, which creates rules for the allocation of amendments to the Budget. The session in the Chamber of Deputies is scheduled for 14:00 and the Senate, for 16:00.
The approval of this text is an attempt by Congress to increase transparency in the presentation, approval and execution of amendments by the general rapporteur of the budget law.
The Congress meeting was initially scheduled for this Friday (26). But late last night (25), the president of the Senate, Rodrigo Pacheco, announced his decision to transfer the meeting to Monday.
Presented by the Senate and Chamber Tables, the bill limits the value of the general rapporteur’s amendments, which would now be directed only to public policies provided for in a preliminary opinion. The intention is to allow members of the National Congress and society to have prior knowledge before the presentation of the general report.
The bill also defines rules for the publication of the nominations made by the general rapporteur, as well as the requests for resources on which they are based.
According to the Senate Agency, the new rules provided for in the proposal, if approved, should apply to the 2022 budget law and will normalize the 2021 amendments that have already been planned.
The Federal Supreme Court (STF) suspended the execution of the so-called amendments of the General Rapporteur to the Federal Budget, on the 10th.
