The process of collecting signatures for the third motion of the presidential vacancy appears stagnant. At the moment there are only five benches that have adhered decisively, adding 60 signatures. As it was known, the objective of the promoter, Edward Málaga, is to process the document when it has achieved 87 signatures. The goal is still very far.
The only parliamentary group that has already signed the motion in a 100% disciplined manner is Fuerza Popular.
It is on the same road as Renovación Popular, in which 8 have already signed and only Miguel Ciccia is missing. In dialogue with this wording, the legislator informed that he will stamp his signature, as soon as the week of representation ends. “Hopefully the 87 signatures are obtained, to present the motion with the guaranteed votes. It’s not that easy.” the parliamentarian acknowledged.
In the Avanza País store, 8 legislators and only José Williams, current president of Parliament, avoided doing so.
Alliance for Progress (APP), for its part, has already contributed 7 signatures and in the following days María Acuña and Magaly Ruiz will do the same. who won’t do it Lady Camones, for her status as president of the subcommission that evaluates the complaints against President Pedro Castillo, in order to avoid a possible advance reading of the opinion.
Another bench related to Fujimorism that is also going for the vacancy is Popular Action. There are 10 who have already signed. In this group, the one who promotes the accessions is María Alva, but legislator Ilich López has also gained prominence.
Of the 4 signatures that are missing, Wilson Soto remains in doubt, who was in Lima this week and has not yet signed. He is a legislator very close to María Alva. He and Silvia Monteza would add their signatures. Instead, those who would not do so are Raúl Doroteo and Darwin Espinoza, according to party sources.
So, with the missing supporters of Renovación Popular, APP, Acción Popular and the ungrouped Carlos Anderson, there would be only 6 new signatures.
No guaranteed votes
In the Integration and Development group no one has signed. Flor Pablo has only slipped that they would only support with their votes when the motion reaches the Plenary.
In Podemos Peru only signed Juan Burgos and in Somos Peru, Alfredo Azurín. The position of the now ungrouped Heidy Juárez is also in doubt. Personnel from your environment mentioned that the issue is under evaluation.
But even if these three benches support them with their signatures, nothing guarantees that they will reach the 87 signatures and the same number of votes in plenary.
And it is that at the other political extreme, the benches considered to be on the left add up to 42 votes. These are Cambio Democrático, Perú Libre, Bloc Magisterial, Perú Bicentenario and Perú Democrático. In other words, they are just two votes away from blocking any vacancy attempt. It is enough that legislators like Luis Picón and two from Popular Action vote against it and the third attempt at the vacancy against President Castillo would fall.
Therefore, Popular Force, from the Constitution Commission, it advances with a plan B, to go for the suspension of the president, for which only 66 votes are required. But for this purpose they would have to make a forced interpretation of article 114 of the Constitution; delicate situation, even more so now that the country is in the eyes of the international community.
