The plenary session of the Congress continues today with the debate for the approval of the public budget for fiscal year 2023, after a three-day session that began on Monday, November 28 with the presentation of the ministers of Betssy Chávez’s cabinet. The Legislature has until November 30 to approve the budget opinion for fiscal year 2023, which amounts to S/ 214,790 million, and to which the legislators intend to add more than S/ 1,164 million of contingency reserves.
Precisely, during these three days of debate, one of the main conflicts between the two powers of the State is in those “complementary provisions” added by the Budget Commission chaired by Luna Gálvez and that would be debited from the contingency reserve of the state coffers.
The investigated legislator excused this additional amount and indicated that this sum has been “redirected to finance urgent issues, such as allocating resources for social programs, health and education”, which were requested by the ministers and even by the president himself.
However, this request has been rejected by Chávez Chino, who insisted during his last speech on Monday that “the inclusion of any additional expense, respecting the amount of income that finances the budget, necessarily implies the reduction of other commitments.” .
