As arguments indicates that the continuity of the mandate will reduce the fragmentation of public policies, will reduce the operational costs associated with management changes and the projects can be continued.
“Many investment and public policies require a temporary horizon superior to the four -year mandate for its implementation and consolidation. Immediate re -election will allow continuity to programs that directly benefit the population,” reads the document.
With this, they emphasized that the figure of re -election does not eliminate the possibility of revoking the authorities. “This guarantees the balance between continuity and citizen control,” they said.
However, it is necessary for authorities to have “more effective accountability mechanisms to demonstrate specific results since their first management period.”
Also, the Organic Law of Elections and the Law of Regional Elections must be adjusted to establish the rules and processes that regulate the immediate re -election.
