About 20 congressmen They have family members who have been sanctioned for carry out improper contracts with the State between 2023 and 2024, as revealed by an investigation by Ojo Público. Among those involved are relatives of parliamentarians from the benches of Fuerza Popular, Magisterial Bloc, Podemos Peru and Honor and Democracy, which were disqualified from participating in tenders, some permanently, after investigations by the State Contracting Supervisory Body (OSCE) that revealed possible conflicts of interest and violations of the Contracting Law.
Between February 2023 and November 2024, the OSCE recorded a series of sanctions for more than S/460,000. The resolutions detail that the contracts involved, mostly orders for goods and services, were awarded after the installation of the current Congress. However, the State Procurement Law prohibits these hires if family members have significant stakes in the companies.
What are the cases and related congressmen?
One of the cases detailed in the report is that of congressman Michelangelo Ciccia (Popular Renovation) and his brother Luis Miguel Ciccia, who had a contract of S/136,456.62 in Turismo CIVA SAC. José Antonio Cornejo Acevedo, brother-in-law of the legislator, is also mentioned. Abel Reyes (Perú Libre), who accumulated up to 11 sanctions for contracts with the FAP.
Five suppliers linked to Fuerza Popular were sanctioned, including Corporación Jesús Cautivo SRL and Confecciones Herrera SRL. The first has the parents of the parliamentarian as shareholders. Tania Ramirez Garciaand the second includes Glicerio Ulises Herrera Torres, brother-in-law of Mery Eliana Infantes Castañeda. Both involved in improper contracting processes with the State.

While Víctor Antonio Alegría García, brother of the congressman Luis Arturo Alegría Garcíaand the brothers Julio César and José David Revilla Villanueva, relatives of the congressman César Revilla Villanuevawere identified in cases of contracting with the State, being sanctioned for violating regulations related to conflicts of interest and nepotism.
On the other hand, in May 2023, the OSCE sanctioned the National Society of Industries (SNI) and Eduardo Farah Hayn, father-in-law of the legislator. Maria del Carmen Alvafor a contract signed with the Arequipa Electric Generation Company for S/35,200. The SNI received a temporary disqualification of four months, but the sanction was suspended in August 2023 due to a precautionary measure from the Sixth Permanent Administrative Litigation Court of Lima.
Furthermore, in 13 cases of the 49 sanctions imposed between August 2021 and December 2022 that were analyzed by the portal, it was found that the suppliers presented inaccurate information in their sworn statements, above all, denying ties with legislators and that, due to the lack of transparency, contributed to the sanctions imposed during the administrative processes.
However, according to Ojo Público, since July 28, 2021, it has been identified that at least 38 relatives of congressmen have had contracts with the State, although not all of these cases have resulted in sanctions.
