This proposal is currently in the Constitution Commission, which is chaired by Juárez herself, and proposes to modify articles 191 and 194 of the Magna Carta with the objective of “professionalize the political career” Y “optimize the experience gained by these authorities”.
“The regional governor is elected jointly with a regional deputy governor by direct suffrage for a period of four years. The mandate of said authorities is revocable, in accordance with law. They can be re-elected for a successive term. The members of the Regional Council are elected in the same way and for the same period.. The mandate of said authorities is inalienable, with the exception of the cases provided for in the Constitution.”, indicates the project regarding the modification of article 191.

In relation to the changes to article 194 of the Constitution, Juárez details in the document that the mayors and aldermen are also chosen for a period of four years and that they can be reelected.
The proposal is supported by the congressmen David Jimenez (People’s Force), Charles Anderson (not grouped), Patricia Chirinos (Advance Country) and Alexander Cavero (Country advances).

In the statement of reasons for the proposal, the Fujimorista parliamentarian indicates that the prohibition of re-election has caused problems in the country’s political system, since she assures that it has implied a “negative effect on the performance of local authorities”.
In that sense, Patricia Juarez emphasizes that Peru needs to professionalize the political career and therefore the legislation must propose incentives “that imply greater experience for greater competitiveness”.
It should be remembered that, on March 10, 2015, Law 30305 was published, Law amending articles 191, 194 and 203 of the Constitution on the non-reelection of regional government authorities and mayors.
