In view of the need to implement political reforms in view of the general elections that will be brought forward to April 2024, the president of the Congress of the republic, Joseph Williamsinformed that the possibility of anticipating the start of the second ordinary legislature 2022-23 is being evaluated from next March to February.
As is known, the current period of sessions that should have concluded on December 15 has been extended until December 31 and, in this context, both the Plenary of the Legislative Assembly and the Constitution Commission have declared themselves in permanent session.
The idea, indicated legislative sources, is to connect this legislature with the next one to carry out, in the shortest possible time, the second vote on the constitutional reform that formalizes the advancement of general elections and, if possible, advance with the approval of political reforms that –according to Williams– could be of an electoral and/or constitutional nature.
With this precise purpose, the aforementioned working group, chaired by Hernando Guerra García, will meet today to begin the study of various projects, including the one that reforms article 117 of the Constitution, in such a way that it is possible to accuse a president in exercise for the crime of corruption.

“The Constitution Commission begins to work on various projects such as the one related to the 117th of the Constitution, the parliamentary renewal by halves or thirds, the bicamerality and the referendum for a Constituent Assembly; All this has to be reviewed in such a way that we reach the next elections in better conditions, not in the same ones because that would be irresponsible”, stressed the head of the Legislative Assembly.
Along these lines, Williams stressed that the reform proposals are already in the Constitution Commission and what corresponds now is to “arrange and reach the deadlines; everything has to be worked on in January,” he noted.
