In this way, in this session you could define the next in charge of the Ombudsman among the finalists: Carlos Castro Barriga, Jorge Rioja Vallejos and Beatriz Ramírez Huaroto. For the election you must have the support of no less than 87 votes.
However, this is not the only topic on the agenda. Another of them is the constitutional reform bill presented by Fuerza Popular, which proposes to eliminate the vote of confidence.
Who are the candidates for Ombudsman?
Carlos Castro
Lawyer Carlos Castro Barriga is the candidate proposed by the Popular Action bench. After being evaluated by the special commission, he won first place with seven votes.
According to his resume, he is an expert in good governance and human rights with more than 20 years of experience in the public sector. He was part of the office for Human Rights and Persons with Disabilities of the Ombudsman’s Office between 2001 and 2009.
Likewise, he was an advisor in Congress (2014) and in the Presidency of the Council of Ministers in two moments (2015-2016 and 2017-2019). His last consultancy in the public sector was in EsSalud between 2019 and 2021.
Jorge Riojas
Jorge Luis Riojas Vallejos is a lawyer proposed by the Democratic Peru caucus. He reached second place after getting more votes than Beatriz Ramírez in a second vote, since in the first they both got five votes.
He is an expert in Law, Communication Sciences and Political Science. He has teaching experience of more than 19 years. Among the institutions in which he has taught classes are the Universidad Nacional Mayor de San Marcos and the Universidad Nacional Federico Villarreal, according to his curriculum presented to Congress.
Similarly, he has worked for periods in the Congress of the Republic since 1993.
Beatrice Ramirez
Constitutional lawyer Beatriz Ramírez Huaroto is the candidate proposed by the Democratic Change-Together for Peru parliamentary group. She ranks number three on the special commission’s shortlist.
Ramírez Huaroto has more than 10 years of experience in the public sector and in civil society organizations related to human rights, according to his resume.
She has been a consultant at the Ministry of Women and Vulnerable Populations in 2013. She was also an advisor to the Vice Ministry of Women (2013-2016) and provided advice to the congressional office of Indira Huilca (2020-2021). She is now a teacher at the Pontifical Catholic University of Peru and at the National University of San Marcos.
