LIVE: Plenary session of Congress debates project to return to bicamerality
As announced by the president of Congress, Maria del Carmen Alvaduring the first days of July, it is expected that this week the opinion of the head of the Constitution Commission, Patricia Juarez, which proposes a return to the bicameral system. However, the Plenary’s agenda may vary depending on how the debate unfolds.
Bicamerality: uncertainty about the votes and final project
The constitutional reform project proposed that the heads of the electoral bodies -JNE, ONPE and Reniec- be subject to constitutional complaints. On the latter, the Fujimorist Patricia Juárez promised that this provision will be removed from the new replacement text.
In addition, Juárez’s proposal proposed that the denied trust issues be extended to three that enable the President of the Republic to dissolve Parliament. Currently there are two. This reform would strengthen Congress and weaken the Executive.
The bicamerality promoted by Fujimorism and its allies intends to create a Legislative with two chambers, of 130 deputies and 60 senators. These may be successively re-elected for an additional period. All these adjustments imply reforming 50 articles of the Constitution.
Other items on the agenda
On the other hand, the Plenary also has scheduled debate the bill proposing to change the name of the culture Ministry by the Ministry of Cultures. As well as the Executive’s proposal to create the Ministry of Science, Technology and Innovation and determine its scope of competence, operation and basic organic structure.
It is scheduled that the Congress sessions on July 12, 13 and 14. In this sense, the commissions and parliament working groupswith the aim of streamlining the issues before the end of the current legislature.
