Congress insists on not repealing the law on organized crime

At the closing of this note, the Board of Congressional Spokespersons I had agreed that This Friday there will be an extraordinary session of the Plenary to discuss all the bills referring to organized crime and the classification of the crime of urban terrorism.

It is still uncertain whether the parties will reach an agreement to repeal the Law 32108 on organized crime.

The congresswoman of the Popular Democratic Bloc, Ruth Luque, warned that Parliament will only discuss initiatives to modify this norm, but not to reject it.

The spokespersons’ agreement comes after a tense day.

The president of the Board of Directors, Eduardo Salhuanahad called an extraordinary session of the Board of Spokespersons, after having been conditioned by the transport leaders in a meeting in the Heroes of Democracy room of Congress with the presence of the spokespersons of different groups.

During the session, the president of the Confederation of Transporters, Miguel Ángel Palomino, stressed to them that the strike was going to continue until the congressmen do not repeal this rule and send the proposal on urban terrorism to the archive.

“Many congressmen look for us to ask for votes, but then they betray us. If we don’t get something concrete today, we will go on a hunger strike,” said Palomino.

Salhuana responded that this demand would be discussed in the next session of the Board of Spokespersons. The transporters considered this proposal as a move and issued a warning to the parliamentarians.

“We are not going to wait for a bureaucratic procedure. No longer, the people are respected,” said the president of Transportistas Unidos del Cono Norte, Edgar Vítor.

“It is very delicate to play with the sentiment of the people, if it is necessary to close the Executive, we will close it with this Chamber of Congress because we will understand that they do not have political will,” the bus representative Richard Bernachea warned them.

After these interventions, Salhuana called an extraordinary session of spokespersons.

After the meeting in the Heroes of Democracy room, Congressman for Honor and Democracy Jorge Montoya approached Bernachea to complain to him.

“You are setting a condition that cannot be met. That’s wrong. People are going to be outside waiting for you to say something that is not going to happen,” he protested.

The carriers, however, stood firm. “We are here waiting for them to exonerate the commission process and move on to the debate and Law 32108 can be repealed,” said the vice president of Asontrani Peru, Walter Carrera, to the press. “They are seeing that this law is pro-crime, why can’t they repeal it?” questioned the vice president of the National Transport Alliance, Julio Campos.

The indignation of the transporters had also overflowed because the previous hours Congress had dedicated itself to discussing various legislative proposals, but none referred to citizen insecurity.

Meanwhile, on her social networks the FP leader, Keiko Fujimoripublished that his party proposes realistic measures such as calling on the Armed Forces and partially denouncing the Pact of San José. But he did not refer to Law 32108. The fugitive leader of Peru Libre, Vladimir Cerronfor its part, came out in defense of that rule.

Fujicerronism did not want to give in.

Dina Boluarte minimizes her responsibility

President Dina Boluarte tried to minimize responsibility, saying that this “is a problem inherited from previous years, but we face it firmly.” The Executive is also part of the problem with Law 32108, because Boluarte did not present observations.

This law redefines organized crime and indicates that the presence of the lawyers of those investigated in the searches is necessary during raids.
