Who will earn more than the president?
Among the best paid officials in the country and who will receive even more than the president are six of the seven members of the Federal Judiciary Council (CJF).
Some councilors stand out who recognize themselves as part of the so-called “Fourth Transformation” movement, which advocates austerity.
These are counselors Bernardo Bátiz and Celia Maya, who are aspiring to join the Judicial Disciplinary Court, which in accordance with the Judicial Reform will be in charge of sanctioning judges and magistrates for the content of their sentences, or for not adhering to the ethics and “morality”.
Both will receive, according to the PEF 2025, 3.8 million pesos annually already tax-free, which contrasts with the little more than two million that the president will receive.
Your liquid or in-kind income will reach that sum, because that body agreed to receive three additional concepts, each one greater than half a million pesos: risk payment, of 639,917 pesos, individualized separation insurance, of 520,771 pesos, in addition to a bonus for 582,937 pesos.
However, per month his net income will be 201,601 pesos, compared to Sheinbaum’s 134,290 pesos.
The one who will not receive these large sums will be the minister president Norma Piña, who in addition to heading the Supreme Court of Justice of the Nation (SCJN) presides over the CJF, since she only has her income as a minister.
Others who will exceed the presidential income limit are the 5 magistrates of the Superior Chamber of the Electoral Tribunal of the Judicial Branch of the Federation (TEPJF), the 11 counselors of the National Electoral Institute (INE) and the commissioners of the Federal Institute of Telecommunications, an organization that It will go extinct next year.
In most cases, the excess is due to their high annual benefits.
The TEPJF magistrates will receive 165,984 pesos per month and will have benefits of 1.2 million pesos, however, they will be less than in 2024, the year in which 587,649 pesos were contemplated for “risk”, an item that was eliminated for 2025.
Other benefits for the magistrates of the Electoral Court will be individualized separation insurance for 449, 280 pesos and a bonus for 497, 389 pesos. At the end of next year they will have had 2.8 million pesos net annually.
The INE counselors will also have more income than Sheinbaum, thanks to annual benefits of 1.2 million pesos, made up of 496,430 pesos bonus, help for groceries for 4,200 pesos, institutional life insurance for 57,550 and individualized separation insurance for 447,167 weights.
By the end of 2025, electoral councilors will have net income – of all types – exceeding three million, both councilors and the head of the executive secretary.
How much will the ministers earn?
By 2025, the ministers of the Court will have downward adjustments in salaries and wages, and even in some benefits, so that they will not exceed the limit of the head of the Executive.
The SCJN cut part of its spending on personal services and reduced some benefits for its member ministers, so their annual remuneration will not exceed the net annual total that the president will receive.
In fact, this 2024 the ministers earned much more than what they will receive in 2025, since for next year the Court eliminated the largest benefit: the “risk” payment, of 639,917 pesos, as well as the incentive for seniority, of 45,133 weights.
And above all, the ministers will limit other benefits: they reduced the bonus, from 584,596 pesos that they will receive this year, to 374,371 for next year; Individualized separation insurance was reduced from 520,777 pesos to 67,190; and the vacation bonus, from 95,475 pesos, to 61,591 pesos.
This adjustment is due to the fact that, although the constitutional reform regarding the salaries of public servants has not been finalized, the seventh transitory article of the Judicial Reform did order the Federal Judiciary to subject its salaries to the presidential salary.
“The remuneration of the public servants of the Judicial Branch of the Federation and of the Judicial Branches of the federal entities and of Mexico City who are in office at the time of the entry into force of this Decree may not be greater than that established for the President of the Republic in the corresponding budget, so they must adjust to the parameters established in article 127 of this Constitution in the appropriate cases, without responsibility for the Judicial Powers,” states the Judicial Reform.
