The authorities of both Houses of Congress and the leaders of the different benches that make them up will seek to define this week the compositions and authorities of the commissions that must work on the analysis of the projects included in the agenda of extraordinary sessions summoned by the Executive Power for February.
In deputies, the official Paula Penacca and Cecilia Moreau have already started contacts with their peers from other benches to capture the demands of each sector and, through the D’hont system, make the corresponding distribution.
In the last hours of this Monday these negotiations entered a pause due to the resignation of Máximo Kirchner to the presidency of the Frente de Todos bloc and to the internal rearrangements that could arise from that resignation.
For now, in both chambers The Budget and Treasury commissions are already constitutedwho in the extraordinary sessions of December worked with the 2022 Budget project and with the modification of the Tax on Personal Assets.
These commissions, chaired by the official Carlos Heller in Deputies and Ricardo Guerra in the Senate, will have interference in a fairly prominent percentage of the 18 issues that President Alberto Fernández authorized for treatment in Congress.

In principle, beginning in the Senate, The Budget Committee must deal with two issues considered to be priorities: the Fiscal Consensus 2022 and the reform of the composition of the Council of the Judiciarythe latter in conjunction with the Justice Commission, which would continue to be in charge of the Neuquén official Oscar Parrilli.
Like the aforementioned agreement between the provinces, with only the Budget, in Deputies the ‘Buy Argentine’ project would also be in a position to be put on the debate table, since it only has a turn to the commission chaired by Heller.
Other issue that are turned over to the Budget Committee, in these cases starting with Deputies, is the Nursing Lawwhose opinion expired with the parliamentary change in December, and which must also be studied by the Education and Health commissions.
In the first, Blanca Osuna, from Entre Ríos, would continue to lead; while in Health, the Front of All must look for a replacement for now senator Pablo Yedlin, in a place to which the new deputies and former provincial ministers of that area, Daniel Gollán (Buenos Aires) and Rossana Chahla (Tucumán) aspire.
Other projects that must await the ratification of the authorities of the Education Commission are those proposed by the creation of the Delta and Pilar universities, in the province of Buenos Aires.
The dispute over the agriculture commission
Also with a turn to the Budget, the project of the Executive Power on Agroindustrial Development must wait for the Agriculture Commission to be formed, which was in the hands of the Corrientes official José Ruiz Aragón, and which the Frente de Todos aspires to retain.
However, this is one of the commissions that Together for Change intends to conquer, according to a draft that circulates among its members and that also includes the Criminal Legislation Commission.
To lead Agriculture, from the main opposition bench they are considering the names of the radicals Ricardo Bruyaile and Jorge Vara, and the macrista Pablo Torello. Although from the Front of All they anticipated that, due to the importance of the policies of the sector, they will not cede it.
Another project that must go through the Budget and Agriculture is the one that seeks to establish the regulatory framework for the chain of production, industrialization and commercialization of the cannabis plant, its seeds and its derived products for industrial and/or medicinal use, including research. scientific, with a view to satisfying the local market and generating exports.
In addition to these two commissions, it has a turn to Internal Security, until December chaired by the aforementioned Penacca, who in 2022 would continue to lead it.
The text on the promotion of Investments in the Automotive-Autoparts Industry and its Value Chain, also has a turn for the commission chaired by Heller, and must wait for Together for Change to decide who will be the replacement for Alejandro García (PRO), which ended his term in December. Always in the event that the main opposition bloc maintains said presidency.
The projects that establish the creation of two new national parks – the one that catalogs as such the Ansenuza and Bañados del Río Dulce National Park and Reserve, in Córdoba, and the one that creates the Islote Lobos National Park and Reserve, in Río Negro – have a to Budget, to Natural Resources and General Legislation.
In Natural Resources, the official from the Evita Movement Leonardo Grosso aspires to maintain the presidency, while his fellow caucus, the Massista Cecilia Moreau, has almost assured his ratification as head of General Legislation.
Natural Resources must also address the project on Electromobility, in this case with Budget and Transportation, a commission that until December was in the hands of José Cano and that Together for Change aspires to maintain among its own.
As General Legislation, together with the Budget, it will be in charge of studying the project on the Incentive Regime for Argentine Federal Construction and Access to Housing.
