The president of the Congress of the Republic Maria del Carmen Alva has called a plenary session for this Tuesday, November 16, where they will question the Minister of Defense, Walter Ayala, for allegedly interfering in the last and disputed promotion process of the Armed Forces.
“The Minister of Defense will attend said session to answer the interpellation document contained in the motion on Agenda No. 1005”, is dictated in the summons published on the social networks of the Legislative.
The session is scheduled for 9.00 am. Congressmen may attend the hemicycle or, failing that, connect to the virtual platform for Parliament sessions.

Motion for interpellation
Last Thursday, November 11, Congress decided to admit the motion of interpellation against the head of Defense with 77 votes in favor, 32 against and 2 abstentions.
In this way, Walter Ayala will have to go to the Full in order to respond a series of seven questions on presumed pressures in the promotion processes within the armed institutions, denounced by the former general commanders of the Army and the FAP, José Vizcarra and Jorge Chaparro, respectively.
In this regard, the former Army Commander General, José Vizcarra, denounced that there was pressure from the Executive —Through the Minister Ayala and the Secretary General of the Presidential Office, Bruno Pacheco— to be promoted to “several recommended”, but there was a special emphasis on Colonels Sánchez Carhuarcamo and Bocanegra Loayza.

In that sense, Vizcarra said that he even explained to the president Pedro Castillo that due to points of score it was not possible to be promoted to those mentioned. However, he later learned that he had been sent to retirement by the government. He suspects that his refusal to promote to both crown lines had to do with his discharge.
