The ordinary session period covered by the months of February, March and April, begins this Saturday with a large workload for legislators, since they will have to approve at least these 73 secondary reforms in various matters from social, economic, security and security electoral

President Claudia Sheinbaum announced her intention to be the one that presents the initiatives of reforms to secondary laws.

“There are about 20 (initiatives) that we are going to present for the next session period: Procurement Law, Public Works Law (…) and other very important laws, (…) All Secondary Laws of Pemex come and CFE, ”the president anticipated only to refer to the first package.

The coordinator of the federal deputies of Morena, Ricardo Monreal, considers that the priority amendments will be 25.

The speed is due to the fact that some of the newly approved constitutional reforms established transitory articles in which the maximum temporality for approval was set, since it depends on that the changes operate.

An example of how from each of the 16 constitutional reforms already approved will give off changes of changes to secondary laws, is the change made to the Magna Carta to establish that the Federal Electricity Commission (CFE) and Pemex will now be now strategic companies of the State .

The president informed that she will send to the Senate a package of proposals to at least five laws that will be impacted: Law of Public Companies of the State, the Mexican Petroleum Law; The Hydrocarbons Law, the Hydrocarbons Revenue Law.

Other related laws and to be modified to standardize them with constitutional change, are that of the Mexican Petroleum Fund for Stabilization and Development, the Bioenergetic Promotion and Development Law.

In addition, monreal estimates, another law must be amended, that of the electrical industry.

Another case will be the reforms to reinforce the security policy, after the reform of the Constitution was endorsed to incorporate the military system into the National Guard, and the one that gave the most faculties to the Ministry of Security and Citizen Protection.

From these amendments, reforms or new security laws, the Law of Intelligence and Changes to the General Law of the National Public Security System, among others, must be released.

And so it will be with each of the 16 constitutional reforms.

The 4T, at full steam

Legislative work will increase, as it happened with López Obrador, President Sheinbaum increases the list of reforms from her morning conferences.

In them he has advanced, for example, that he will fulfill his campaign promise and propose a constitutional reform to go against re -election in legislative and municipal government positions, and to prohibit nepotism in politics and the “inheritance” of charges, what will be the first electoral reform of his sexennium.

The president has also listed more initiatives for changes to diverse laws, such as the creation of a National Law of Simplification and Digitization to reduce by 50% the time of procedures and digitalization by 80%, and called “National Law to eliminate procedures and corruption ”.

“It will be a very complex period, a period that may have an extraordinary period, taking into account that the ordinary one goes from February to April, and also that it has limit deadlines to issue secondary laws.

“The monitoring that we have been doing in Integralia, we see that around 10 packages of secondary reforms must be issued no later than April and four other secondary ones would have to be approved in June or July,” he explains.
