The benches of Country advances Y People’s Action have presented bills that have the purpose of returning to the bicameral system, that is, that the Congress of the republic once again have two chambers, one of senators and the other of deputies.
The Avanza País proposal is currently before the Constitution and Regulation Commission, while the Popular Action initiative was presented on April 8.
In the two bills, it is requested reform several articles of the Constitution with the aim of establishing the functions, powers and composition under a bicameral system of the Legislative Power.

The proposal of Avanza País that the Chamber of Deputies is made up of 130 members and that of senators has 60. For its part, the Popular Action parliamentary group proposes the same number of deputies, but only 30 senators.
Both approaches indicate that the members of Parliament they must be Peruvians by birth, have reached the age of 35 and enjoy the right to vote to be chosen as a senator, in addition to this they agree that they must not have been sentenced in the first instance for intentional crime as perpetrator or accomplice.
The two bills also establish that the function of deputy and senator is full time, so they will not be allowed to hold another position or exercise any profession or trade while Parliament is in operation.
The Avanza País initiative details that candidates who run for president or vice president of the Republic can also be candidates for senators, while the Acción Popular proposal indicates that only candidates for vice presidency can run for senators or deputies.
Regarding the attributions, the two proposals establish that the Chamber of Deputies must approve the legislative initiatives that will be sent to the Chamber of Senators, it will be able to question and censure ministers of state, it will approve the territorial demarcation proposed by the Executive Power, it will appoint investigative commissions and it will initiate investigations on matters of public interest.
