The Congress of the Republic approved the authorization for José Jerí to leave Peru on December 12 to travel to Ecuador and participate in a bilateral meeting. With 88 votes in favor, the president’s request was endorsed by the Plenary.

The votes in favor were from the majority of parliamentary groups. Some left-wing congressmen such as Sigrid Bazán, Ruth Luque and others who were not grouped such as Edward Málaga spoke out against it. Fuerza Popular, Perú Libre, Alianza Para el Progreso, Renovación Popular and Avanza País, for their part, voted en bloc in favor of authorizing Jerí’s departure from the country.
Precisely, the votes of this last group generated controversy because, on its social networks, the train party stated that it would not support travel authorization for the president because it did not “contribute to confronting the growing citizen insecurity.” However, in the plenary session its congressmen seemed to have another position: Roselli Amuruz, Diana Gonzales, Karol Paredes, Adriana Tudela and José Williams voted in favor.
According to the authorization letter, part of the president’s agenda will be to address bilateral problems and the Quito 2025 Action Plan. They maintain that this document “will guide binational cooperation during the period 2025-2026 in favor of the development and well-being of the populations of both countries.”
Furthermore, based on article 8-A of Law 29158, they indicate that the agent will dispatch virtually during the days of his trip. This provision was the same one that Dina Boluarte used during her administration to be able to “work remotely” in the presidency.
“The President of the Republic will remain in charge of the office of the Presidency of the Republic using digital technologies, which adopt digital security mechanisms and guarantee the security of the means to be used,” states the document sent to Fernando Rospigliosi.
It should be noted that President Daniel Noboa invited his Jerí to the bilateral conference on November 8, where priority issues related to both nations will be addressed during the period 2025-2026, in favor of the development and well-being of their respective populations, and in particular, those who are in the border area.
