With 60 votes in favor, 36 against and 8 abstentions, the substitute text that modifies Legislative Decree 1293 was approved. “The comprehensive mining formalization process for small-scale mining and artisanal mining is valid until December 31, 2026 or until the entry into force of the Small-scale Mining and Artisanal Mining Law (ASM) and its regulations, whichever occurs first,” the initiative maintains. On the other hand, with 22 votes in favor, 73 against and 6 abstentions, the plenary session of parliament rejected in the first vote the suspension of exclusion procedures from the Comprehensive Mining Formalization Registry. In addition, they disapproved of the provision for Minem to reinstate the 50,000 informal miners who were retired, with 44 votes in favor, 51 against and 11 abstentions.
