Changes in the regulations
One of the most emblematic changes is the elimination of the virtual session modality for both chambers. As indicated, in-person attendance will be the norm and remote participation will no longer be permitted as a formal part of the deliberations.
The figure of declarative laws is also reformulated: these are eliminated and instead agenda motions will be used for initiatives of this type.
Regarding the formation of the board of directors of the new bicameral Parliament, the regulations indicate that during the first year the presidency will fall to the president of the Senate, with the vice president coming from the Chamber of Deputies; The following year the order will be reversed. In a similar manner, the positions of second and third vice presidents will rotate.
Finally, it was determined that both chambers will share a single administration, with the aim of optimizing resources and avoiding greater expenses to the State. Likewise, it was ratified that the budget of Congress will remain at the current percentage of 0.6% of the General Budget of the Republic.
