With 75 votes in favour, 46 against and 0 abstentions, the Plenary of the Congress of the republic approved the constitutional reform project that proposes to eliminate the vote of confidence after the presentation of a new Minister council.
Due to the fact that the norm did not reach the support of 2/3 of the legal number of congressmen, that is, 88, the constitutional reform law that eliminates the vote of confidence after the presentation of a new Council of Ministers must be ratified by referendum , in accordance with the provisions of article 206 of the Political Constitution of Peru, reported the head of Congress, José Williams.
This is a proposal that modifies article 130 of the Constitution to keep intact for the Executive Power its power to raise, if it so considers, questions of trust related to the matters established by articles 132 and 133 of the Magna Carta.
“The precision that arises is referred to pointing out that the exposition of the government policy does not give rise to any vote of confidence; making it clear that in case you want to raise a question of optional trust necessary for the concretion of some of the exposed policies, you must proceed as established by Law 31355, Law that develops the exercise of the question of trust regulated in the last paragraph of the Article 132 and Article 133 of the Political Constitution of Peru, as well as the Regulations of Congress”reads the document.

The replacement text of the project proposes that article 130 of the Constitution be worded as follows: “Within thirty days of assuming his functions, the President of the Council attends Congress, in the company of the other ministers, to present and debate the general policy of the government and the main measures required by his administration. This exhibition does not give rise to any vote of confidence”.
Before starting the debate, the national representation rejected by 42 votes in favor, 73 against and 1 abstention a previous question presented by the non-grouped Guido Bellido so that the project would return to the Constitution and Regulation Commission, chaired by Hernando Guerra García (Popular Force).
