By insistence, and with the vote of the parliamentary majority, Congress approved the legal framework for the creation of the ZPrivate special economic ons (ZEEP), which aims to attract investments and boost trade.
It should be noted that the Executive observed the proposal ensuring that the tax exemptions that are established can be “harmful in the industries of the rest of the country.”
The legislative initiative raises, among other things, that the operators or users of the ZEEP have an income tax rate of 0% on the net income for a period of five years from the start of their operations. The rate will rise from time to time until reaching 15% counting from the twenty -first year since the work began.
The president of the Economy Commission, Víctor Flores, defended the parliamentary proposal and indicated that the remuneration of the workers who work in these spaces is higher than the jobs outside these areas.

The corporate advisor of the National Society of Industries (SNI), Antonio Castillo, said that there are already coordination with Asian and North American companies interested in entering these areas. But for this to work, he pointed out that it is important to complement the infrastructure
“A master plan for Chancay is required, for example, where they already have the port, but it is necessary to complement with infrastructure to improve connectivity because now we have no integration,” he added.
He also indicated that the first Zeep would be located in Chancay, Callao and Ancón, but highlighted the potential that exists in the north and south of the country so that these spaces are also opened that will contribute to Peru becoming a logistics hub.
“We have four public areas in Peru that have exported only US $ 75 million, 0.12% of everything we export. Why are they in this situation? Because there has been no investment,” he added.
