Congress approved regulations for the sale and return of concert tickets

The Plenary of Congress of the Republic approved, in a second vote, the opinion contained in Bill 4277, which seeks to regulate the sale of tickets to concerts, as well as the refund of money for them.

Jorge Montero announces that he will go to Congress to support an initiative related to the formalization of small and artisanal mining.

The legislative initiative obtained 99 votes in favor and no votes against or abstentions.

The president of the Consumer Defense Commission, Manuel García, indicated that the new regulations will prevent concert ticket buyers from being scammed. In addition, he explained that the rule requires providing “timely information” when selling tickets in person or virtually.

“And, above all, it facilitates the return of money in the event of concert cancellations,” said the parliamentarian.

It should be noted that the approved initiative is not applicable for theatrical events or for tickets to events organized within the framework of economic stimuli provided by the Ministry of Culture.

Likewise, it establishes that to carry out a concert, the organizer has ten calendar days prior to the event to obtain municipal authorization, with the resolution or favorable technical report of the National Institute of Civil Defense, as well as the granting resolution of guarantees of public order issued by the Ministry of the Interior.

In the event of cancellation of the concert, “the organizer will refund the total cost of the ticket purchased by the consumer.”

When a change occurs in the place, date or purpose of the concert, and the consumer does not accept the new conditions or does not consider them appropriate to their interests, “the organizer proceeds to refund the total cost of the ticket purchased for it.” .

In these cases, the money must be returned within a period of no more than fifteen business days from the request submitted by the consumer.

The initiative will be sent to the Executive Branch for promulgation or to be observed and returned to Parliament.
