The Permanent Commission of Congress gave the green light in a second vote to the legal opinion – derived from the Constitution Commission – that restores private financing to political parties. The norm was approved with 14 votes in favor, 8 against and 2 abstentions. But, this may be promulgated or observed by the Executive in the following 15 days.
Now political organizations will be able to receive economic contributions from legal entities (companies) and individuals—according to the ruling—not only through the deposit of money in their accounts at the Banco de la Nación, but also through private banking.

The president of the Constitution and Regulations Commission, Fernando Rospigliosi (Fuerza Popular) pointed out that this norm – approved in the first vote on December 27 – is part of the electoral package that is needed to carry out the next elections in 2026 with transparency and pluralism.
Likewise, during the support of the legislative initiative, Rospigliosi explained that “pluralism and democratic competition are guaranteed, as it allows the various political forces to access greater resources that, in many cases, they could not obtain exclusively through public financing.” .
Individual contributions may not exceed the figure of 200 UIT, which is equivalent to S/1,053,000, and political parties will be authorized to receive up to a maximum amount per year of 500 UIT, which is equivalent to S/2,575,000.
In relation to the expansion of public financing, the proposal contemplates important considerations so that it is used responsibly, only for partisan purposes, and in the case of legal advisory services, the obligation to return said amount has been established in the event of a ruling. condemnatory, consented or enforceable sentence.
Previously, companies could contribute to electoral campaigns in Peru until 2018, but this aspect was modified after the revelation of the corruption case known as Lava Jato.
