Congress appeals to populism prior to the start of the electoral campaign

If something characterizes this Congress They are the initiatives Populists to those who have accustomed us. This year, when the campaign begins with the 2026 elections, proposals of this type have not stopped, despite what the country needs actions for the medium and long term.

Thus, in Parliament, there are already at least nine bills that raise a new release of up to 100% of the compensation for time of services (CTS), in some cases until 2025 and in others until 2026.

The excuse for these initiatives is economic reactivation. Something that is not taken into account is that the Peruvian economy passed the recession stage and that today employment is recovering.

Within the populist proposals, in the legislative there is also an eighth withdrawal of the funds of the AFP up to 4 UIT. To this are added at least six proposals that point to the fact that affiliates to the private pension system can dispose of up to 95.5% of their pension funds, in some cases as part of early retirement.

The projects referring to the pension system do not take into account that last year the Congress itself has already approved a reform that establishes that the accumulated resources for the pension cannot be available totally or partially while the affiliate is active in the system.

To this we must add the proposal that establishes festive bridges with the supposed purpose of promoting internal tourism, as well as the one that the administration of oil lots to Petroperú wants to grant, despite the crisis in which it is located.

In danger

For the former Minister of Economy and Finance, David Tuesta, the proposals in Congress endanger social security in the country. “It makes no sense to continue with this, even more because we leave behind the problems of pandemic,” he said.

Similarly, he recalled that most people in the country work in informality and therefore do not have this type of protection, for that reason it was not explained what is the transfund of these initiatives.

“I do not see anyone asking for the AFP in the streets because most do not have. My impression is that the congressmen make these proposals to access their AFP in the name of wanting to help people,” he added.

But in addition, David Tuesta questioned the lack of action by the Executive and the same Superintendence of Banking, Insurance and AFP to constantly explain what the reform means and how it will work.

Meanwhile, the Public Policies Manager of the Peruvian Institute of Economics (IPE), Víctor Fuentes, considered that parliamentary proposals are a reflection of the “incentives” that Parliament has to legislate.

“Far from betting on long -term structural reforms, they continue to insist with populist, anti -technical measures, which have as its motivation a short -term political revenue, but that in the long run they have a quite large economic and social cost,” he said.

In that sense, he recalled that although today the impact of these measures is not felt, in the future, it will mean a greater disbursement on social programs, which will finally end up paying all Peruvians.
