The work table on citizen security of the Congress of the Republic He analyzed the bill 7567/2023-CR, which he proposes to declare in emergency the National Police of Peru (PNP) and establish measures to strengthen their operational capacity, with the aim of combating crime and guaranteeing citizen security.
This legislative initiative was presented by the Congressman of Somos Peru, Gustavo Cordero Jon Tay, during the session led by the president of Congress, Eduardo Sallejuana Cavides. This raises the allocation of greater resources for the incorporation of more police officers, the acquisition of modern equipment, weapons, ammunition, patrolmen and the construction of new police stations.
According to the parliamentarian, this proposal will not generate an increase in public spending, but will optimize the resources available to improve security in the country.
For his part, congressman Elvis Vergara Mendoza (AP) warned that the lack of police officers is a latent crisis.
“We are running out of police. In the last 43 months we have had 13 interior ministers, which shows a lack of stability in the sector. In addition, many troops fear acting for the sanctions they face when using their regulation weapon, ”said the Popular Action Congressman, Elvis Vergara Mendoza.
Interior Minister Juan José Santiváñez, who also participated in the work table, revealed worrying figures on the situation of the PNP. “We received a ministry with a car park in crisis, with 85% of inoperative vehicles. In addition, we face a deficit of 60,000 police, which limits our ability to combat crime, ”he said.
Raúl Miranda, representative of the Ombudsman’s Office, also reported in the meeting, who reported on the supervision of 1,383 police stations at the national level. This study will determine the gaps in infrastructure and equipment, information that will be delivered to the Ministry of Interior for the formulation of effective public policies in the fight against crime.
STATE OF EMERGENCY
During the work table on citizen security, the evaluation of the declarations of emergency states and allow the participation of the Armed Forces in support of the National Police to combat crime.
In this regard, Defense Minister Walter Astudillo Chávez explained that the Armed Forces can only intervene if a state of exception is decreed. He stressed that the state’s response must be articulated and have the participation of all actors, including the media and society as a whole.
In addition, he emphasized that, although the presence of the FF.AA. It generates a greater sense of security, this does not solve the underlying problem, so a comprehensive strategy based on police and operational intelligence in critical areas is required.
Meanwhile, Congressman Américo Gonza Castillo (Peru Libre) proposed to modify articles of the Constitution to facilitate the cooperation of the Armed Forces in Citizen Security. He pointed out that the military in the streets deter criminals and provide protection to citizens.
