Comptroller’s Report: there was no illicit enrichment of former President Cartes

An analysis carried out by the Comptroller General of the Republic did not detect an “unsustainable increase in assets” in the assets of former President Horacio Cartes during the period in which he held the Presidency of the Republic, since his finances correspond to his private income.

The correspondence examination carried out on the affidavits presented by former President Horacio Cartes in 2013 and 2018, at the beginning and at the end of his term as President of the Republic, concluded that His patrimony is supported by the documentation presented.

“The analysis carried out on all known income and expenses, during the verified period between August 2012 and August 2018 (…) allows us to conclude that THE EQUITY EVOLUTION OF MR. HORACIO MANUEL CARTES JARA, IT IS SUSTAINABLEAND THEREFORE, THERE IS A CORRESPONDENCE IN ITS EQUITY EVOLUTION”, reads the document signed by Armindo Torres, director of DDJJ of the Comptroller’s Office, and Jessica Bogado, director of Correspondence Opinions.

In one section it was mentioned that omissions and errors were noted that led to corrective actions to the declared net worth, that is, that they were corrected and allowed to conclude that everything was in order. In that sense, Pedro Ovelar, lawyer for Horacio Cartesexplained that there were three errors that were reported in a timely manner in the administrative procedure carried out before the Comptroller’s Office, for which reason the conclusion was positive.

In this regard, he explained that these errors were the omission of companies, an aircraft and a property that was purchased once he left office as President of the Republic. “The errors in the declarations do not have to do with an error with the purpose of hiding a patrimony that cannot justify that it entered his personal patrimony, because everyone is fully justified to his patrimony and income,” he said in an interview with 730 AM .

The legal representative finally highlighted that with this conclusion of the Comptroller’s Office, it was possible to know that, after analyzing the patrimony regarding its income from its companies and companies that it is a shareholder, the former president did not incur illicit enrichment.
