The Comptroller General of the Republic (CGR) published two guidance reports in which it warns of delays in the implementation of emergency decree (DU) 013-2024, which was published in September 2024, which proposed the restructuring of Petroperu.
According to the organization, the oil company presented delays and partial results in the implementation of the measures provided for in some of the articles of the DU, generating a risk of non-compliance with expense reduction goals, delays in strategic decisions and affecting the principles of efficiency, speed and opportunity.
Article 6, for example, refers to optimization and austerity measures for Petroperú’s financial sustainability. The CGR warned of a slow reduction in expenses in the 2025 period that would not allow it to reach the goal of US$202 million for that year.
“There is a goal set for the reduction of expenses for the period 2025 amounting to US$202, however, the evolution of the reduction month by month does not show an encouraging panorama, which allows considering the fulfillment of the aforementioned goal,” the letter reads.
In addition, there is also a delay in Petroperú’s decision-making to achieve the evaluation of its business units, which would allow defining an operational continuity plan to ensure economic and financial sustainability.
Something that the report also determined is that the schedule of the contracting and implementation process of the specialized firm that would be in charge of designing and managing the implementation of the comprehensive transformation process of the state company, records excessively long deadlines for certain critical stages.
“The hiring of the specialized firm has not yet occurred because the first call process was declared void and the second call is currently underway,” it reads.
DELAYS ON SALE
In another report, the Comptroller’s Office warns that the Proinversión-Petroperú agreement for the sale of the oil company’s properties lacks specific planning, which has caused this process to not take place.
