Earthquake. Apparently, the Comptroller General of the Republic has decided to remove the majority of its staff in the La Libertad region, since not only was William León Huertas removed from the position of regional control manager of La Libertad, but 14 heads of the Institutional Control Body of different public entities were also removed from their positions.
The Comptroller’s Resolution No. 453-2025-CG, by which the appointment of the OCI heads is terminated, was published last Friday in the Official Gazette El Peruano. It is presumed that the heads of each of these leaderships were proposed by William León after he assumed leadership of the control body in La Libertad, in November 2024.

As reported in yesterday’s edition, William León Huertas, who was always questioned about his relationship with César Acuña Peralta, leader of the Alliance for Progress (APP), was removed from office by Resolution No. 452-2025.
The decision was made by the Comptroller’s Office two weeks after the Special Prosecutor’s Office for Crimes of Corruption of Officials (FECOF) raided the offices of the control body for alleged inaction to investigate alleged acts of corruption in Procompite 2023, which was in charge of the Production Management of the Regional Government of La Libertad.
The case is quite delicate and even the former GORE Production Manager, Juan José Fort Cabrera, is already being investigated by the Public Ministry for the alleged commission of the crime of bribery. Businessmen reported that they were asked for up to S/25 thousand to help them with the co-financing of their productive projects.
However, the Comptroller’s Office would not have proceeded diligently in the investigation of this case and this alleged favoring of GORE officials would also have been the cause of the withdrawal of confidence from the 14 OCI heads proposed by William León.
These are Sixto Sacramento Rojas (Regional Education Management of La Libertad), Sandra Ruiz Castañeda (Regional Health Management), Juan Aguinaga Caballero (Regional Government of La Libertad), Jorge Galarreta Moreno (Regional Teaching Hospital of Trujillo), Lady Siu Hidalgo (Provincial Municipality of Ascope).
Eduardo Betancourt Suárez (Provincial Municipality of Chepén), Martha Yupanqui Rodríguez (Provincial Municipality of Sánchez Carrión), Lady Esparza Velásquez (Provincial Municipality of Trujillo), Dany Briceño Toribio (Chavimochic Special Project), Hugo Padilla Estela (Sedalib), Carlos Roncal Vásquez (National University of Trujillo) also left.
Completing the list are Nancy Cobian Saldaña (District Municipality of La Esperanza), Amado Vargas Alcántara (District Municipality of Víctor Larco) and Wilfredo Guevara Díaz (Provincial Municipality of Julcán).
