The Office of the Comptroller General of the Republic revealed that the Metropolitan Municipality of Lima (MML) illegally paid S/ 41,131,152 to officials and trusted servants during the period 2020-2022. This generated the expenditure of resources to the detriment of the State’s patrimonial interests and proper public administration.

Nine former Lima municipal employees were found to be allegedly criminally and administratively responsible.
Compliance Audit Report No. 037-2024-2-0434-AC indicates that MML officials carried out the procedure and paid the “functional responsibility allowance” to 384 trusted employees. This was done in violation of the budgetary restrictions established in 2006, which prohibit the payment of allowances or other similar payments.
Furthermore, the audit revealed that there were no documents authorizing or justifying the payment of the “functional responsibility allowance.” Likewise, no documents were found to support the evaluation or methods used to calculate the amount of the allowance granted, which is why it is considered that it was awarded in a discretionary manner.
In light of this, the Comptroller’s Office has requested that the Specialized Public Prosecutor’s Office for Corruption Crimes initiate legal action against the nine former MML employees, in order to determine their responsibility for the events. In this regard, it is proposed to carry out an Administrative Sanctioning Procedure against seven of those allegedly involved.
