According to control milestone report No. 013-2024, the auditors detected the repeated absence of the contractor’s key personnel and supervision, in the construction section of the road ditches, which was not reported by Peihap to the application of the respective penalty.

“From the inspection visit to the work, carried out on September 17, 2024, the control commission carried out a tour of section III-Pampas-Entry Portal, and verified from the beginning (progressive Km 10+616) to the end of the section (progressive Km 23+945), the absence of key personnel belonging to the contractor, as well as the supervision of the work; situation that has been repeated in previous visits,” the report reads.

In addition to the risk in the quality of the work, this generates a serious danger that a penalty of 139,000 soles may not be applied.

The OCI commission in its control milestone No. 016-2024-OCI/3921 SCC also warned of the lack of a report due to the absence of key contractor personnel and supervision in the specialties of occupational health and safety and environmental impact; as well as non-compliance with safety measures at the work and environmental mitigation measures, which generates a possible adverse consequence of S/ 73,980 due to the non-application of penalties and could affect the integrity, health and life of the workers.

“On October 29 and 30, 2024, the commission carried out an inspection visit to sections II and I of the work respectively, and confirmed the absence of key personnel,” the report says.

FEES APPROVED TO A “GHOST”

This absence of key personnel by the contractor constitutes a penalty for the company Consorcio R, for a value of S/ 38,625 (equivalent to 0.5 of a UIT per day of absence).
