Reports from the Comptroller General of the Republic affirm that the employment relationship of Henry Shimabukuro with the National Intelligence Directorate (DINI) It would be irregular, since the contract document does not have the signature or the official seal, in addition, the document of the polygrapher does not appear as an annex.
Punto Final agreed to report 004-2022 of the control body, regarding the work that Shimabukuro would be carrying out in the Government Palace unit. Its conclusions are emphatic, since for the Comptroller’s Office the relationship would not comply with regulations, such as the Civil Service Law (Servir).

“It must be emphasized that although it is true it is important to have advisers for intelligence work, they must have a track record or work or training and here we really do not know the characteristics of this supposed adviser,” points out Andrés Gómez de la Torre, Intelligence Expert.
According to the Comptroller’s document, Shimabukuro’s relationship with Palacio begins in December 2021. However, the controversy began in April of this year when, as part of a control action, said act was requested from the secretariat of the presidential office. .
The document sent to the control body did not bear official signatures or seals, only the appointment of Shimabukuro as a collaborator.
In this sense, Beder Camacho assured that this two-page act was the same one that he received from José Luis Fernández Latorre, head of the DINI in December of last year.
Of course, it came from the DINI (document), with the signature of Mr. Fernández and that is how with this document the temporary pass is requested from Mr. Henry Shimabukuro.
As is known, Henry Shimabukuro had a pass from the Palacio Information Technology Office (OTI) and a parking lot, but when the Comptroller requested information from human resources, these offices indicated that they had no record of his activities nor had they authorized anything in his name.
“Mr. Henry Shimabukuro does not work in the Information Technology Office of the presidential office. On the other hand, the vehicle parking lots are managed by the Military House and therefore they are the ones that issue the respective passes. The OTI has not requested a vehicle pass for the indicated person”, They said after being asked.
In addition to this, on April 12 of this year, the Palace issued a photocheck for Shimabukuro, where it was said that he worked for the Military House. The Comptroller asked this unit about it and they stated the following: “I inform you that Henry Shimabukuro does not serve in the military house of the presidential office.”
In other words, all the Palacio dependencies assured the Comptroller’s Office that Shimabukuro’s presence was due to the management carried out by Beder Camacho and that they had no information about his activities or his hiring.
The only document where Shimabukuro appears is a letter that was only in the possession of the General Secretariat of the Presidential Office of the Palace, first with Camacho and then with Jorge Alva Coronado, the secretary who replaced him.
Finally, Beder Camacho denies that Pedro Castillo has asked him to hire Shimabukuro.
