Comptroller found alleged patrimonial detriment in aerocivil for $ 5,670 million

The Comptroller General of the Republic established fiscal damage for $ 5,670 million in a financial audit made to civil aeronautics (Aerocivil), state agency in charge of control and regulation of civil aviation in the country.

(See: This will operate the Aerocivil Alfonso Bonilla Aragón airport, in Palmira).

The audited entity signed the contract 22001380 02 H3 of 2022, which aims Pitalito, Puerto Asís, San Vicente and Villagarzón.

For the operation and treatment of drinking water (PTAP) of an air terminal that has this supply system, the authorization of water granting by the Regional Autonomous Corporation of its jurisdiction is indispensable.

For the residual water treatment plants (PTAR) of an air terminal, the owner or operator must have the discharge permit issued by the Regional Autonomous Corporation of each jurisdiction.

(See: Air traffic in Colombia exceeded 27 million passengers in the first half).

Hiring the operation and maintenance of these systems without having the corresponding licenses, permits, permits, permits, permits or authorizations is, in addition to violating current laws and norms, putting a risk of health involvement of people who use or visit such airports, as well as the people who live in their vicinity, in the case of wastewater.

Specifically, in the airports of the municipalities of Villagarzón, Puerto Asís, San Vicente del Caguán and Leticia, there are no current permits for the drinking water treatment plants (PTAP) or the corresponding water concession.

And in the airports of the municipalities of Villagarzón, San Vicente del Caguán, Puerto Asís, Pitalito, Neiva, Mariquita, Guaymaral and Florence, there are no permits or authorizations required by the environmental authorities for the spills of the wastewater treatment plants (PTAR).

Low execution of the airport program for essential air services in the remote regions of the country.

(See: Colombia and Aruba signed the update of a memorandum in aeronautics).

The Comptroller General of the Republic also found that, according to the National Development Plan ‘Colombia World Power of Life 2022-2026’, the Aerocivil has been developing the Airports Program for Essential Air Services (ASAES), in order to connect the most remote regions of the country through air transport infrastructure, which includes the intervention and improvement of tracks, rolling streets, platforms, platforms, Equals of 14 prioritized aerodromes that are owned by territorial entities.

In order to advance a first stage of the program, the Aerocivil compromised resources for more than $ 377,000 million, through the Inter -administrative Agreement 23001315 H3 of 2023 ($ 13,256 million) and the inter -administrative contract 23001314 H3 of 2023 ($ 363,763 million), with the National and Enterritory Army, respectively, with execution period from 2022 until May 2022 until May 2022 until May 2022 until May 2022, To carry out works in six (6) airfields, those of Bahía Solano, Bajo Baudó, Barrancomas, Cummaribo, La Primavera and Magüí Payán, although only physical advances are reported in the Cummaribo Aerodromes (8.47%) and the spring (6.28%).

(See: Due to port and airport concessions, the government receives more than $ 2 billion a year).

In the development of this financial audit it was established that this ASAES program only had a weighted physical advance of 2.31% as of December 31, 2024, although its termination was scheduled for May 31, 2025, which will generate severe effects on these communities and, in addition, greater costs and execution times, with respect to the initially planned and of what is promised to these.
