Comptroller finds irregularities in hiring within the management of Paz de la Barra

The Comptroller General of the Republic detected irregularities in contracts made in the management of the mayor of La Molina, Alvaro Paz de la Barrawho would apply for the mayor of Lima in the next elections of 2022. Through two control reports, the municipality granted the approval to supplier companies that offered the highest price, which generated a cost overrun of S/ 145,421.

According to report 14-2021-2-2178-SCE, published by Wayka.pe, the selection committee of the municipality contracted the services of Grupo Azareño, a transport company that offered the highest cost and who was a provider for the community. In said tender, APL Servicios Generales had participated, which was disqualified despite presenting a lower rate and after obtaining a better valuation.

In this way, the municipality presided over by Paz de la Barra disbursed S/ 35,992 more for the service of the Azareño Group.

Following the same pattern, in another bidding process, which occurred in 2019, the municipality of La Molina awarded the construction of a cycle path to the company Siadec Ingenieros SAC. The selection committee gave the go-ahead to said company that had proposed the highest pricedespite the fact that the other bidder offered with the lowest cost and had the highest score.

As in the previous case, the commune generated an additional cost of S/ 109,429 for the performance of the service.
