The Comptroller General of the Republic carried out a concurrent control action to the Special Public Investment Project Bicentennial Schools (PEIP), specifically to package 6 executed in Junín, detecting serious deficiencies in three educational institutions. These are executed by the Koulu and EB Consortium Management Consortium (composed of Sinohydro Corporation Limited Branch of Peru and projects Civil Engineers SAC), contractors of the Special Public Investment Project Bicentennial Schools (PEIP), financed by the Ministry of Education.
In the “August Six” (CUI No. 2482810), made with an investment of S/ 63,099,628.66, built in the province of Junín, the Comptroller’s Office after a control action evidenced that the contractor did not present the price of a compensable event or six expansion requests submitted out of time were evaluated.
In addition, the absence of outdoor sun protection, failures in the alarm system against an alarm system, lack of emergency lighting, deficiencies in evacuation and unevenness routes on wood floors, all in breach of the NEC4 ECC contract and the MINEDU standards.
In the “July 9” (CUI No. 2488994), located in Concepción and with an investment of S/ 48,095,937.66, the same omission was found in solar coverage, lack of extinguishers in critical areas, alarms without prealarma or signage, and lack of adequate mirrors in hygienic services, affecting the safety and functionality of the campus.
In the EI “April 19” (CUI No. 2489023), in Chupaca, with S/ 46,589,137.37 of investment, solar coverage were also omitted, a system of lighting regulation in classrooms and the alarms were also implemented and the same signaling deficiencies presented.
The Comptroller warned that these failures contravene the NEC4 ECC contract, the MINEDU technical standards and the National Building Regulations, compromising the security and well -being of thousands of schoolchildren, despite the high resources invested.
