Comptroller begins proceedings in Hospital de Castro for various administrative irregularities

The Los Lagos Regional Comptroller’s Office initiated an administrative investigation at the Hospital de Castro, Doctor Augusto Riffart, upon finding irregularities.

Among them is the absence of collection of fines for the use of personnel in tendered interventions carried out during working hours, the return of hours for private attention made during working hours, the lack of discounts for employees who were constantly late and hours pending return in optional. The same would have happened in the case of matrons.

The foregoing was obtained by conducting an audit of the hospital regarding the “acquisition of medical benefits, use of wards, management appointments, and compliance with the working hours of medical personnel,” the Comptroller’s report indicated.

Among the observations classified as “highly complex” and which are questioned by the body, are the hours pending return. In detail, 793 hours and 37 minutes were detected that have not been returned by hospital officials for private care as of December 31.

It was also detected that “the midwives, arsenaleros and second arsenaleros, do not have a control of return of hours, therefore, no procedures are carried out by that care center for their return,” the report indicated.

“It was verified that two medical professionals made return of hours on days in which they were making use of optional permits”, to which is added the “return of hours during the working day”, he added.

In addition, it was identified that “three doctors made return of hours in conditions that they were exercising their workday,” he asserted, and the personnel who participate in interventions tendered during the workday, which would not be an isolated case .

The hospital defended itself on this point, assuring that “there were involuntary errors in recording hours”, which would be two cases in which the Comptroller’s Office raised the questions, but 168 remain in force.

Another point questioned by the body is the “suspension of pavilions reserved for purchasing services”, to which the medical facility responded by assuring that the suspensions were due to “causes not attributable to the awarded provider”, to which they added documents that supported their statements. , but again it only served to raise the questioning of two cases.

It was also detected that the corresponding discounts for delays were not made because there is no control.

Given these facts, the Los Lagos Regional Comptroller collected fines of $3,101,508 and $23,613,798. Added to this are the discounts that had to be made to workers who arrived late, which must be regularized.
