Compliance with goals from the National Development Plan in Agro are unequal

One year after the administration of Gustavo Petro was completed as president of Colombia and in a balance of compliance with the goals raised in the National Development Plan in the agricultural sector, the data registered in synergy of the National Planning Department (DNP), They present that this line has only had the execution of 46.69% of their goals in the four -year period.

Specifically, for the farmer sector the government put 21 goals to achieve during the mandate. Of that total, 12 of the indicators have an execution below 50%, while the rest exceeds that rate and even record 100%values. There is a critical goal that has a 0% compliance at this time.

This indicator is that of ‘area with new irrigation districts built or expanded’, which according to the DNP has a percentage of 0% progress with a cut as of May 31 of this year. This goal intended to measure the amount of hectares finished building or expanding with irrigation districts of small, medium and large scale that have been financed or co -financed by entities of the national order or territorial entities. The objective were 5,000 hectares, to the cut they go zero.

Another of those that presents a minimum advance is ‘hectares delivered through the land fund’. For this indicator, 0.71% has been fulfilled until June 30, 2025, when the goal in the four -year period was to deliver at least 1.5 million hectares under this mechanism. So far there are 1,694 ha, which correspond to 263 titles.

On the other hand, there is the goal of ‘titles delivered through the land fund’. This indicator presents the objective of delivering 70,000 hectares through the Fund, but Until June 30 of this year, only 263 has been delivered, which correspond to 1,694 hectares. This means that to date the progress is 2.25%.

Among the top of the least compliance, there is also ‘area with intra-pre-irrigation adaptation projects ending out of districts’ that It has an execution of 4.15% with a cut as of May 31. For this occasion, the DNP argues that the goal is 24,186 hectares.

Analyzing the most relevant results, the DNP report highlights 100% compliance in ‘traceability systems of agricultural products implemented’ and ‘free and low prevalence areas held’.

In the case of the first, within the PND the goal of measuring the number of animal and plant traceability systems in operation and that will be maintained during the four -year period: it is about Bovines, horses, pigs, aviar and rice. According to the data, it is being fulfilled.

In the case of the second, the plan intends to measure the number of areas maintained by the institute where there is no certain plague or disease for animals and/or vegetables, declared by the competent authority. There it is explained that ICA currently through its actions of animal and plant health is concentrated in maintaining 25 areas free of animal diseases, 9 areas free of plant pests and 5 areas of low plague prevalence.

It is worth noting that the goal proposed in the PND is 3.97 million hectares in the four years. “The current formalization corresponds to 1,636 titles registered with the Public Instrument Registration Offices (ORIP), benefiting 1,864 families,” they conclude.
